| Conferences |
The VACSB sponsors three (3) major conferences per year.
- October: Public Policy Conference features a panel of elected and appointed decision-makers. Institutes and some workshops may also take place. The Association adopts the annual budget for the following fiscal year and its Legislative Package at the October conference.
- January: Legislative Conference features the most critical items to come before the General Assembly and assists board members and staff in speaking with their elected representatives. State budget, legislation and other public policy issues are the only items to come before the Association during this meeting. Time is dedicated so that board members and staff may visit with legislators and/or their aides.
- May: Professional Development Conference featuring workshops, seminars and institutes for CSB/BHA Board members and staff development. At each May meeting, the slate of officers for the upcoming year is proposed and elections are conducted.

- VACSB/DMHMRSAS IT/Data Management Institute: Features the most advanced technology and developments for administrative and IT staffing and functions.
- VACSB/DMHMRSAS Emergency Services Conference: Features training & professional development for crisis intervention staff.

| Board of Directors/Executive Committee Meetings |
The Board of Directors meets three (3) times a year outside of conferences to conduct the business of the Association: July, December, and March.
- The July meeting is an organizing meeting and the annual workplan is reviewed, revised, and adopted. The Finance Committee makes a brief report and presents the draft budget for the following fiscal year. (Copies of the proposed budget are mailed to CSB/BHAs at least thirty (30) days before the October conference).
- The December meeting is to prepare for the General Assembly session and to finalize any other business.
- The March meeting is used to review the results of the General Assembly session, deal with rising issues, assign the Nominating Committee as well as any ad-hoc committees deemed necessary by the Board.
